Keystone Stars
The Keystone STARS Providers is a system developed by the Commonwealth of
Pennsylvania for families to gauge the quality of early childhood education programs
via a voluntary rating system. The program also supports providers in their commitment
to continuous quality improvement.
* An evaluation report on Keystone STARS from the University of Pittsburgh
and Penn State University found that early childhood education programs enrolled
in Keystone STARS have higher quality than the average Pennsylvania provider and
are showing higher quality now than at the beginning of the Keystone STARS program.
